Police: Pair Caught Using Heroin in Parking Lot With 2-Year Old in Vehicle

The pair was allegedly using heroin in a business parking lot in Highland with a child in the vehicle.  

On Wednesday, at approximately 4:30 pm, police found Alison Fraser, 31 of Saugerties and Richard L. Burgher, 36 of Cairo, NY in a parked car in a business parking lot on Route 9W in Highland using heroin with a 2-year old in the car.

Both were arrested and charged with Criminal Possession of a Controlled Substance seventh degree, Criminal Possession of a Hypodermic Instrument, Conspiracy sixth degree, and Endangering the Welfare of a Child.

The 2-year old was turned over to a family member.

Both were arraigned before Town of Marlboro Judge Daniel Jackson. Fraser was remanded to Ulster County Jail in lieu of $2,500 cash bail, or $10,000 Insurance Bond.

Burgher was remanded to Ulster County Jail in lieu of $5,000 cash bail.

Both are scheduled to return to the Town of Lloyd Court later this month.
