A daycare worker is facing charges after police say she physically disciplined a young child who was in her care in the Hudson Valley, NY.

It's every parent's worst nightmare. A 28-year-old woman from Catskill was arrested last week after police say she allegedly spanked a 3-year-old child at a daycare in Cairo, NY, without permission to discipline the child.

According to the New York State Police, Amanda L. Orser, of Catskill, was arrested on Friday, July 17th, 2026, following an investigation into an alleged child endangerment incident at Precious Tots Nursery and Daycare.

Police said the investigation began on July 16 after the Cairo Police Department received a complaint involving Orser at the daycare, located at 23 Schmidt Drive in Cairo. The case was turned over to the New York State Police Bureau of Criminal Investigation (BCI) in Catskill the following day.

Police Say Child Was Spanked Without Authorization

The preliminary BCI investigation determined that Orser spanked a 3-year-old child in her care without authorization to discipline the child while working at the daycare. As a result of the investigation, Orser was charged with Endangering the Welfare of a Child, a Class A misdemeanor, and Harassment in the Second Degree, a violation.

State Police arrested and processed Orser at the State Police barracks in Catskill before issuing her an appearance ticket. She is scheduled to appear in the Town of Cairo Court on August 11th, 2026 at 1 p.m.
