New York State Police went undercover in Orange County, NY, this week, and the results show just how many drivers still aren’t getting a very important message.

According to the New York State Police, troopers from the Troop F Traffic Incident Management Unit (TIM), working alongside the New York State Department of Transportation, carried out another enforcement detail known as “Operation Hard Hat.”

The detail took place on Tuesday, April 21, 2026, on Interstate 84 in the town of Montgomery, NY, targeting reckless and distracted drivers in active work zones.

Undercover Police Hiding in Work Zones on I-84

During the operation, construction crews were actively repairing damaged guide rails along a stretch of I-84 in a lane that was shut down. But what drivers didn’t realize was that one of the “construction workers” in the zone was actually a state trooper.

That undercover trooper monitored passing traffic, watching for violations, and relayed information to additional troopers positioned just beyond the work zone. Those units then pulled over drivers who were caught breaking the law.

How Many Tickets Were Issued?

In just four hours, troopers handed out a total of 89 citations, including:

  • 54 for cellphone use
  • 2 for violating the Move Over Law
  • 33 for other non-moving violations

That number alone paints a pretty clear picture that distractions behind the wheel are still a major problem, even in clearly marked work zones.
