Two Arrested in Kingston Following Heroin Investigation
Kingston Police Department’s Special Investigations Unit arrested two people following an investigation into heroin dealing in the area.
Kim Candelario and Swain Chappell, both 51-years-old from the Bronx, were charged with two counts of 3rd-degree criminal possession of a controlled substance, felonies, and 2nd-degree criminally using drug paraphernalia.
In mid-March Kingston police began an investigation into heroin sales in the mid-Kingston area. Officials say surveillance detail and a search warrant led to the arrest of Candelario and Chappell. The pair were stopped on Elmendorf Street after returning from the New York City area and allegedly in possession of a large amount of unpackaged heroin.
Both were arraigned in Kingston City Court. Chappell was remanded to Ulster County Jail. Candelario posted $2,500 bail and was released.
