Could new traffic lights cause more confusion?

The New York State Department of Transportation has begun to install new traffic lights across the state, the new lights have a blinking yellow arrow and according to WTEN, many drivers are not sure what to do when approaching the lights.

One driver from Albany, Steve Campito, told WTEN, “I have no idea what’s going on with those yellow lights.” Another driver, Marlene George, said, "I’ve never seen one, I don’t know what it means.”

Most lights work like this: the green arrow appears to let drivers turn, then it turns yellow, and later red. But now, the new lights feature a yellow arrow that flashes, in hopes of letting drivers know they can turn when there is a safe gap in traffic.

I haven't seen any of the new traffic lights here in the Hudson Valley yet but there currently 62 intersections in the state using the flashing yellow arrow.
