Revitalizing Dutchess County: Conifer Realty To Transform Former Correctional Facility

Conifer Realty, LLC has been selected by Empire State Development (ESD) to redevelop the former Downstate Correctional Facility in Fishkill, Dutchess County, into a mixed-use community, aligning with New York State's efforts to repurpose unused state land to alleviate housing shortages. The project aims to transform the site into a vibrant residential area and community space, creating approximately 200 construction jobs over a decade-long, multi-phase development.

The plan includes constructing nearly 1,300 housing units, with a mix of income levels and a commitment to affordability. Features will include playgrounds, walking trails, and communal areas, enhancing the local quality of life. Conifer Realty, with a proven track record of developing over 21,000 affordable homes across various communities, brings substantial expertise to manage this complex project.

Housing Options Will Cater To Diverse Family Needs

Phase one, scheduled to begin in January 2026, will focus on building 375 housing units, including a minimum of 20% designated as permanently affordable. The housing options will cater to diverse family needs, featuring two-story duplexes and triplexes.

ESD President Hope Knight emphasized the project's role in advancing equitable economic development and community revitalization. Commissioners from various state agencies, including Daniel F. Martuscello III of the Department of Corrections and Community Supervision, and RuthAnne Visnauskas of New York State Homes and Community Renewal, expressed support for the project’s potential to increase housing affordability and create a thriving community hub.

Conifer Realty’s selection marks a significant step toward transforming the Downstate Correctional Facility into a model community, subject to necessary regulatory approvals, including environmental reviews, to ensure sustainable development practices.
