A woman was indicted on charges she sexually assaulted a 4-year-old boy from Newburgh on more than one occasion. Three others were arrested in connection of the assaults.

On Monday, an Orange County Grand Jury indicted 32-year-old Tonya Krout of Lock Haven, Pa. on two counts of predatory sexual assault against a child, two counts of criminal sexual act, assault and endangering the welfare of a child.

According to the indictment, Krout allegedly engaged in oral sexual conduct with a 4-year-old child on two occasions between April 23 and April 27 and assaulted the child, causing physical injury.

The grand jury also charged Tanya Kling, 32, of West Loris, S.C. and Dennis Terwilliger, 39, and Debora Terwilliger, 38, both of Elmira, with assault and endangering the welfare of a child.

According to the Orange County District Attorney’s Office, all three were charged for intentionally failing to obtain medical treatment for the child after they became aware that the child was in need of medical treatment due to the injuries suffered at the hands of Krout.

“Children are the most innocent and vulnerable of all crime victims,” Orange County District Attorney David M. Hoovler in a statement. “Sexually abusing or assaulting a child is among the most heinous crimes that society is confronted with. It is unfathomable that anyone would intentionally engage in that type of behavior. Those who accept the duty to care for a child have an inviolable obligation to keep that child safe and ensure that the child receives proper medical care, even if doing so might result in the arrest of someone they know.”

On May 2, the 4-year-old was found in Ulster County with Kling, his mother, and Dennis Terwillger. The child was reported missing from Newburgh on April 23. When the boy went missing, authorities said he was likely in danger and in need of medical attention.

All of the defendants are currently in the Orange County Jail and will soon be arraigned in Orange County Court.

District Attorney Hoovler commended the Town of Newburgh Police Department for their diligent investigation and the fast apprehensions in the case.
