There are people who actually tattooing and pierce their dogs and cats? Apparently so. The bill was introduced in 2011 by Assembly member Linda B. Rosenthal (D-Manhattan) after hearing about something called Gothic Kittens. A women was selling kittens on the internet with piercings on their necks and also down the length of their spines. The NY Daily News reports that the Assembly unanimously approved the measure earlier this month and the Senate followed suit Wednesday, voting 56-0 in favor of the bill. Gov Cuomo is expected to sign the bill. Pic of "gothic kitten" HERE.

Companion animals, such as dogs and cats, will no longer be subject to the selfish whims of their owners, who place vanity above the health and safety of their companion animals,

A few months back, a Brooklyn tattoo artist and rapper drew criticism for tattooing his dog while the dog was under general anesthesia during surgery for it's spleen. He posted the PIC on the internet with the caption, One of the many reasons my dog is cooler than your's!  This is exactly the sort of thing this bill plans to stop.
