A Hudson Valley man has been arrested for making a Terroristic threat among other charges. 

State troopers received a call from Village of Kiryas Joel Public Safety Office, reporting that there was an individual in the village wearing a black tactical vest and was taking photos of the schools, the Public Safety Building and the shopping mall.

Troopers arrived on the scene and located the individual who was identified as  Francis Zebzda, a 30-year old from Garrison, NY. Zebzda was found in possession on a folding knife and a small amount of marijuana.

While troopers were conducting an interview, Zebzda became very agitated and billigerent and refused to identify himself. As troopers were placing Zebzda under arrest he began to scream radical and ethnic obscenities, according to a press release.

Francis Zebzda was charged with Making a Terroristic Threat, Unlawful Wearing of Body Vest, Resisting Arrest, Unlawful Possession of Marijuana, and Disorderly Conduct.

He was arraigned and sent to Orange County Jail in lieu of $150,000 cash bail or $350,000 bond.
